We’ll review National Minimum Wage report speedily —Buhari

President Muhammadu Buhari on Monday in Abuja received the report of the Presidential Technical Advisory Committee on the Implementation of the National Minimum Wage with a pledge to review it expeditiously.

The PTAC, which was inaugurated on January 9, was mandated to advise the Federal Government on how best to fund, in a sustained manner, the additional costs of implementing the imminent increase in the National Minimum Wage.

The committee was also asked to advise on the consequential increases in salaries and allowances for other employees without worsening the already difficult fiscal condition and without adversely impacting the nation’s development goals as set out in the Economic Recovery and Growth Plan.

The committee was also required to propose a work plan and modalities for implementation of the salary increase.

President Buhari noted with delight the way and manner the Technical Committee, chaired by an economist and businessman, Bismarck Rewane, took on “this important national assignment with all seriousness.’’

“Let me thank the chairman, Mr. Bismarck Rewane, and all the committee members most sincerely for your patriotism, hard work, commitment and sacrifices.

“I understand that you have worked tirelessly to ensure that you deliver the report before we receive the Minimum Wage Bill from the National Assembly.

“Let me also thank the Minister of Budget and National Planning for coordinating the work of the committee.’’

The president also commended the Budget Office of the Federation, the National Incomes, Salaries and Wages Commission, the Office of the Accountant General of the Federation, the Federal Inland Revenue Service, the National Bureau of Statistics and the Central Bank of Nigeria for providing strong support to the committee in the course of its assignment.

“May I also appreciate the support we received from private sectors, particularly, Access Bank Plc, Pricewater House Coopers, KPMG Advisory Services, Financial Derivatives Company and Economic Associates.

In a tone reminiscent of the dark days of military era in Nigeria, an official of the West African Examinations Council, Dr. Henry S.A. Osidehinde, has threatened that the government can make anybody disappear without trace.
Answering a question from participants at a seminar on Teachers’ Development in an ICT Driven world in Lagos, Osidehinde who is a Deputy Registrar in charge of School Examinations Department at the Lagos office specifically warned the Coordinator of Muslim Rights Concern (MURIC) Professor Akintola, against protesting on schedule of WAEC examination during Friday prayer time.
“Somebody like Professor Ishaq Akintola would go to a school and disrupt the school because of prayer time. You don’t threaten an institution like government. The government can take anybody out and they will not see that person again. And nothing will happen. Nothing”, he declared emphatically.
It would be recalled that a number of Nigerians disappeared without trace during the military era. Notable among them was a journalist, Bagauda Kaltho who was declared missing during the military era of General Sani Abacha. It was only after the fall of the regime that Nigerians got to know that he was bombed by operatives of the junta.

Delivering the paper for the Seminar, Dr Babajide Bakare implored teachers to embrace the use of information and communication technology to be able to reach out to their students in the 21st century.
He said teaching has moved away from the era where teachers merely regurgitated what had been learnt over the years.
He said students need to be stimulated to retain their attention.
He therefore charged teachers to invest in technology and research.

The incumbent Governor of Plateau State, Simon Bako Lalong of the All Progressives Congress (APC) has been declared winner of the 2019 gubernatorial election, polling 595, 582 votes to defeat his closest rival, Sen. Jeremiah Useni of the Peoples Democratic Party (PDP), who polled 546, 813 votes.

The declaration came after supplementary elections were conducted in 40 polling units of nine local government areas of the state.

Results from the supplementary election showed the incumbent governor polled 12, 327 votes from the nine local government areas against Useni’s 8, 487 votes.

Returning Officer and the Vice Chancellor of University of Agriculture, Makurdi, Prof. Richard Anande Kimber made the announcement.

Osun State Governor, Gboyega Oyetola, on Saturday, said he remained the duly elected governor of the state regardless of Friday’s judgement of the state Election Petitions Tribunal.
Oyetola enjoined the public to disregard the insinuations that he had been sacked, saying he was confident of retaining his mandate at the appellate court.
He spoke in Osogbo while inspecting some ongoing road and drainage projects in the state capital.
The governor said the outcome of the lower court did not, in any way, affect the validity of the votes freely and willingly given to him by the people of the state.
He said since the constitution allowed him to file an appeal against the judgement, he remained the legitimate governor of the state.
Oyetola said, “I am confident that our mandate will be reaffirmed at the Court of Appeal and the Supreme Court. As you all know, it was a split judgement, telling us that it was not a unanimous decision. This is part of our strength at the appellate court.
“I must correct the impression that I have been removed from office. I remain the governor of Osun up until all the electoral litigation is finalised. My visit to this site is in furtherance of our commitment to ensuring a better life for all residents of the state and to demonstrate that governance brought about by our government continues.”
The governor, who had earlier received the leaders and members of the All Progressives Congress at the Government House, assured the supporters of the party that he would become victorious at the end of the litigation.
He called on the party loyalists to remain calm and expressed confidence in the judiciary to deliver justice.

Just in: Tribunal declares Adeleke winner of Osun election

The Osun State Governorship Election Petition Tribunal sitting in Abuja has declared Ademola Adeleke, candidate of the Peoples Democratic Party as winner of the September 2018 election in the state.

The 3-man tribunal upheld the the petitions filed by Adeleke and the PDP, challenging the victory of the All Progressives Congress (APC) and Governor Gboyega Oyetola at the September 2018 governorship election.

The tribunal had earlier dismissed the objections of the APC and Oyetola. It said Adeleke’s petition has merit. The tribunal also declared the rerun election as illegal.

NAN reports that the PDP and Adeleke, had filed a petition asking the tribunal to declare that he polled the highest lawful votes and should be declared the winner.

But Oyetola, APC and INEC had filed their notices of preliminary objection contending among others that the petition was incompetent and that the court lacked jurisdiction.

A three -member panel of the tribunal , dismissed the objections filed by Gov. Oyetola, APC and the Independent National Electoral Commission (INEC).

Both Adeleke and the PDP in their different petitions had urged the tribunal to declare that he scored the highest lawful votes in the election and should be declared as winner.

However, Oyetola, APC and INEC filed their notices of preliminary objection against the petition on the grounds that the petition is incompetent adding that the court lacked jurisdiction to entertain the petition.

Delivering the‎ lead ruling of the three-man tribunal, Chairman Ibrahim Sirajo, held that the objections were misconceived and struck them out.

The Tribunal held that the CTC should and must be an exact replica of the EC8A pink copies.

The discrepancies must therefore be explained and justified by INEC.

In this instance, the tribunal held, INEC failed to explain or justify the alterations and that they failed to call any witness to justify the alterations.

The tribunal held that the attempt to explain the alterations on the basis of mere corrections of errors is not acceptable and the fact that the said errors were consistently made in the disputed areas means it was a deliberate action taken.

Implement minimum wage before May 1, labour charges FG

Minimum Wage: Labour urges FG to commence implementation before May

The Nigeria Labour Congress (NLC) has called on the Federal Government to commence the implementation of the new National Minimum Wage for workers in the country before the May Day Celebration.

Mr Najeem Yasin, Acting President of NLC, said this in an interview with the News Agency of Nigeria (NAN) on Tuesday in Abuja.

He commended the Senate for approving the minimum wage bill of N30,000 on Tuesday and called on President Muhammadu Buhari to quickly sign the bill into law.

NAN recalls that the House of Representatives had earlier approved N30,000 as new national minimum wage before embarking on break for the 2019 general election.

The Nigeria Governors Forum had proposed N24,000 while the Federal Government forwarded N27,000 to the National Assembly.

“We commend the Senate for passing the minimum wage bill of N30,000 but the battle for the minimum wage was not yet over; workers will not rest until the bill is signed and implemented.

“But it is not yet over because we want them to make sure that the process gets to the logical conclusion and for the quick implementation of that N30,000. Nigerian workers are happy and commend them.

“We want the federal government to ensure its implementation before the May Day celebration, which is the Workers Day celebration. Government should greet workers with the commencement of the implementation,” the labour leader said.

Yasin, who is also the National President of National Union of Road Transport Workers (NURTW), called on the federal government to ensure effective sanctions for employers who refused to implement the N30,000 National Minimum Wage.

“We have been fighting for this N30,000 for a long time and the governors have been opposed to it. But now, it has been passed. Nigerian workers are now looking forward to the signing the bill into law,” Yasin said.

Mr Amechi Asugwuni, NLC Deputy President, also called on President Mohammadu Buhari to follow the path of honour and immediately sign into law the new pay rise document once he received it.

He, however, disagreed on call by the Senate for a review of the Revenue Sharing formulae which gave federal government 56 percent, states 24 and local government 20 percent.

He argued that the minimum wage bill was an independent bill which should not be subjected to adjustments in sharing formulae by the Revenue Mobilization and Fiscal Commission.

According to him, such calls could further slow down the already overdue implementation of the new minimum wage.

Also, Mr Joe Ajaero, President, United Labour Congress (ULC), commended the Senate for the passage of the N30,000 minimum wage.

Ajaero called on the federal government to ensure that the process of the national minimum wage implementation should not be beyond March and April.

“Government should ensure that this year May Day should be a day to celebrate the implementation of the national minimum wage. I want to say that by May 1, all employers of Labour should have implemented it,” he added.(NAN)

The Senate on Tuesday approved N30, 000 as the new national minimum wage with an appeal to the Federal Government to start the implementation immediately to prevent the organised labour from embarking on strike to demand the payment.

The acting Chairman of the Senate ad-hoc committee on National Minimum Wage Bill, Senator Francis Alimikhena, while delivering the report also said a fine of N75, 000 has been imposed on firms that refuse to comply with the wage payment.

The panel also recommended the urgent review of the revenue-sharing formula, which will enhance the states to pay the new minimum wage.

The committee urged the Minister of Finance and her counterparts in the Budget and National Planning to as a matter of urgency, compute and forward to the National Assembly, for inclusion in the 2019 budget, the actual amount required for the new minimum wage.

Leader of the Senate, Ahmad Lawan, wondered why the fine for non-compliance jumped from N5, 000 as recommended by the executive to N75, 000.

He commended the Federal Government for fulfilling its promise to the Nigerian workers and urged the organised labour to reciprocate the gesture by being more productive.

Senator James Manager described as unfortunate, the fact that some state governments had yet to apply the N18, 000 minimum wage.

Minority Leader, Biodun Olujimi, noted that the review of the revenue-sharing formula would enable more state governments to pay the new wage.

Senator Barnabas Gemade noted that the bill was passed promptly to show that the National Assembly was committed to the welfare of the workers.

Senator Andrew Uchendu, said the tripartite committee should hold regular meetings with a view to constantly review the minimum wage.

Under the current sharing arrangement, the Federal Government takes 56 per cent, states receive 24 per cent while the local governments share the remaining 20 per cent.

The Senate in the committee of the whole approved all the recommendations contained in the report.

Senate President, Bukola Saraki, urged the Federal Government to pay the new minimum wage without delay instead of waiting for the workers to go on strike to demand the implementation.
